Masari expressed shock that people who have lived peacefully as neighbours and friends have suddenly picked up arms against one another.
He lamented that killings and rape of women, as well as stealing, have now become the order of the day.
The Governor called on citizens to join forces with the government and security agencies.
He also urged people to stop the blame games, re-examine themselves, and collectively seek a way forward, saying that, security is everybody’s business.
On the centre established, Masari charged the management to be fair in its admission process and educate residents on the need for unity.
