The theme of the meeting is, “The Menace of Insecurity in the Country and the Role of State Assemblies to Restore Peace and Order,” holding in Katsina State.

Governor Masari while addressing the Conference said, the need for President Buhari to declare a state of emergency in the security sector of the country is long overdue.

This according to him follows the renewed wave of attacks and other modes of operation by the terrorists and bandits.
Masari also said the choice of Katsina to host the meeting will allow participants to see for themselves the progress made so far in the fight against banditry in the State and replicate the model used in other states.
He blamed the 1975 local government reforms, to have created the governance gap and problems, currently faced in the country.
He said, with the 3-tier security structure put in the state, appreciable success is being witnessed.
It has given powers back to the traditional institution, to effectively police and safeguards their domains, as well as the establishment of conflict resolution centres, which have helped to curb the issue of communal clashes, which has translated to the successes recorded.
Chairman of the Conference and the Speaker of Bauchi State House of Assembly, Abubakar Suleiman said, they are worried and disturbed due to the insecurity trend in the country which calls for financial autonomy for both the state legislature and the judiciary, so that they can carry out their functions without fear or favour.
He, therefore, urged the Governors who are yet to assent to the financial autonomy for the two arms of government, to do the needful.
Suleiman, therefore, said the resolutions reached at the end of the meeting, will go a long way to complement what is currently ongoing, to ensure that the successes recorded in Katsina State are replicated in other states in the country, to bring about peace and stability in the country.
The host, Speaker, Tasi’u Maigari, described insecurity as one of the monsters taking the country backwards, which all the Assembly Speakers have decided to come together and seek ways to tackle the menace head-on.
