Kano state government bans Ganduje’s private Hisbah group

The Kano State Government has banned the creation and operation of any parallel Hisbah organisation, declaring a group known as Independent Hivsbah Fisabilillahi illegal.

The ban follows the signing of a new Executive Order by Governor Abba Yusuf to safeguard public order and uphold the authority of the state’s recognised Hisbah structure.

Governor Yusuf signed the directive under Section 5(2) of the 1999 Constitution and the Kano State Hisbah Board Law, which recognises the Kano State Hisbah Board as the only body authorised to carry out religious and moral enforcement in the state.

The Executive Order, titled Kano State Government (Prohibition of the Independent Hisbah Fisabilillahi) Order 2025, was issued after intelligence reports revealed attempts by individuals and groups to recruit and mobilise residents into an unauthorised Hisbah-like outfit.

Speaking on behalf of the governor, the Commissioner for Information and Internal Affairs, Ibrahim Waiya, described the development as unlawful and potentially destabilising, warning that it could disrupt public peace and undermine the official Hisbah Board.

The order prohibits any person or group from assembling, recruiting, training, or deploying individuals to operate a parallel Hisbah body. It also bans the use of the name Independent Hisbah Fisabilillahi or any similar designation.

The government reaffirmed the exclusive authority of the Kano State Hisbah Board and warned against impersonation, including the use of its uniforms, symbols, or roles. Security agencies, including the Police, DSS, and NSCDC, have been directed to investigate those behind the banned group and stop all related activities.

Residents have been warned that any involvement with the proscribed group is a criminal offence. Those approached for recruitment are urged to withdraw immediately and report to security agencies or relevant authorities, as the order takes immediate effect and will be gazetted by the state government.
Recall that former Governor of Kano and former National Chairman of the All Progressives Congress, APC, Abdullahi Ganduje recently set up a private Hisbah group saying their character and competence have been verified.
