Katsina Govt to introduce development levy, cattle tax

The Katsina state government has introduced a community development levy and cattle tax, referred to as ‘Jangali’ in the state, to boost its internally generated revenue.

The move is also part of efforts to check banditry, cattle rustling, stealing, kidnapping, and other crimes across the state. The decision was taken during this week’s State Executive Council meeting, presided over by Governor Aminu Masari.

The Commissioner for Budget And Economic Planning, Farouk Jobe who disclosed this, said, the annual levy imposition is designed to fine-tune modalities for payment of taxes, which were recommended to the council.

Jobe said the council resolved that each adult in the state, including non-indigenes, are to pay 2,000 Naira each as development levy annually, while that of the cattle levy, ‘Jangali’, will see cow owner paying N500 Naira per cow per annum. Unemployed married women are excluded from the levy.

He said the council has resolved to push the matter to the state House Of Assembly to undergo the legislative process.

The Commissioner also explained that the levy to be introduced will not amount to double taxation for civil servants, as income tax is different from development levy.

Jobe further stressed that the development levy is not new in the state, as it had been in existence until it was abolished in 1979.
