Nigeria has unveiled a poverty-reduction blueprint, pledging to move vulnerable households from palliatives to what it calls “lasting prosperity.”
At a meeting on the sidelines of the ongoing United Nations General Assembly, UNGA, top officials in the Federal Ministry of Humanitarian Affairs and Poverty Reduction, say the “Beyond Assistance” framework is a game changer.
At its core is a four-stage pathway: Palliative Protection Productivity Prosperity, a deliberate shift from fragmented emergency relief to an integrated, citizen-centred system that links humanitarian action to jobs, skills, enterprise and financial inclusion.
Officials here in New York said while foreign emergency aid remains vital to save lives, it alone cannot lift Nigerians out of poverty amid displacement, insecurity, climate shocks, food insecurity and unemployment.

The framework will be powered by what is called the “One Humanitarian One Poverty Response System” a national delivery architecture.
Human mobility is a major focus, with Nigeria proposing that communities in livelihood programmes be more resourceful.
The high-level roundtable featured experts such as Professor Sabina Alkire of Oxford University, IOM Nigeria, the International Rescue Committee, and Dr. Kehinde Ajayi of the Centre for Global Development.
