Borno Governor, Professor Babagana Zulum has fished-out 650 ghost households at the Mohammed Goni ut Zulum showed up at College of Islamic Studies in Maiduguri where internally displaced persons from Abadam Local Government bout midnight, early on Area were camped.
Governor Zulum made the discovery when he stormed the Mohammed Goni College of Islamic Legal Studies in Maiduguri at almost midnight Sunday for a headcount of the IDPs in Camp so as to put an end to the rampant cases of dubious residents, who pretend to be displaced.

Such people are said to spend day times at the IDP camps to pick up food meant for IDPs, and towards the night, return to their homes to sleep, thereby, benefiting from the state’s distribution of food meant for the IDPs.
Governor Zulum’s mission, which ended at about past 1 am, discovered that out of the 1,000 households in the records of humanitarian officials, 650 households were ghosts.

450 households were found to be the real IDPs after the Zulum’s midnight headcount, conducted by the governor himself, alongside an official of the National Emergency Management Agency, NEMA, Air Commodore M. T. Abdullahi, and 2 commissioners.
In the humanitarian system, a household normally consists of at least six persons who are either related through families or chosen to stay together to receive household aids.
Officials who were part of the midnight headcount said, Governor Zulum was not averse to approving support for any citizen who may be vulnerably in need of food since there is a committee handling that.
