Niger State Assembly passes Hisbah Bill for public morality, social order

Niger State House of Assembly has passed the Hisbah Bill, which is a significant piece of legislation aimed at promoting public morality, peaceful coexistence, and social responsibility across the state.

Sponsored by the member representing Chanchaga constituency, Mohammed Abubakar, the bill provides for the establishment of the Niger State Hisbah Corps, which will operate at the grassroots level to address social challenges through community engagement, guidance, and moral reorientation, rather than primarily relying on punitive measures.

The proposed Hisbah Corps is expected to play a key role in discouraging social vices such as drug abuse, prostitution, street violence, and public disorder, while intervening early in minor infractions to prevent escalation into more serious crimes.

The bill also places strong emphasis on youth engagement, civic responsibility, and moral education.

Lawmakers noted that the initiative is designed to reflect the shared moral values and cultural realities of the people of Niger State.

By fostering social discipline and harmony, the legislation aims to create a more stable environment conducive to economic activities, small businesses, and community development.

Supporters of the bill further argue that it will promote respect for the rule of law, social justice, and peaceful coexistence, while addressing real societal challenges at the community level.

The bill has now been forwarded to the Executive and is awaiting assent by the Governor, Umar Bago.
