Office of the Head of the Civil Service of the Federation has denied approving or communicating approval for a 40% peculiar allowance for federal civil servants.

In a statement issued Wednesday, the Office said it played no role in approving or conveying the allowance to the Joint National Public Service Negotiating Council or any labour union.

According to the Office, only the National Salaries, Incomes and Wages Commission is authorised to issue circulars relating to such allowances, noting that the circular being referenced was issued by the Commission on April 23, 2026.

The Office further explained that the meeting held on May 12 was merely an intervention to facilitate dialogue between organised labour and the National Salaries, Incomes and Wages Commission in order to prevent a breakdown in labour relations.

It also recalled that on April 24, the Head of Service of the Federation, Didi Walson-Jack announced a broader welfare package approved by the Federal Government. The package includes payment of full duty tour allowance for approved training programmes, an upward review of peculiar allowance across grade levels, as well as increases in estacode and book allowances.

In addition, government approved a N10 billion housing loan scheme for public servants.

The Office reaffirmed its commitment to maintaining industrial harmony through continuous engagement with stakeholders in the federal civil service.
