NAMA, NCAA Clash Over Ticket Sales Charge

A proposal before the National Assembly to review the sharing formula for the 5% flight Ticket Sales Charge (TSC) has triggered sharp reactions within Nigeria’s aviation industry.

The debate has also reignited concerns over the non-remittance of billions of naira in Ticket Sales Charges by airlines, the need for an automated collection system, and how best to ensure sustainable funding for aviation agencies without compromising safety oversight.

The proposal seeks to reduce the Nigeria Civil Aviation Authority’s share of the levy while increasing the allocation to the Nigeria Airspace Management Agency.

Supporters argue that NAMA’s expanding infrastructure require greater funding. The arguments have raised questions on how to fund the two critical agencies.

Aviation expert Wole Shadare and Aviation Security Expert John Ojikutu agree that the National Assembly should review the 5% Ticket Sales Charge formula, stressing that aviation safety and adequate funding for the agencies remain the priority.

NCAA Director of Public Affairs and Consumer Protection, Michael Achimugu, says reducing the regulator’s share of the TSC could weaken safety oversight and that the NCAA is recovering outstanding airline debts and improving the automated remittance system.

Others insist NAMA deserves the larger allocation because of its infrastructure needs while some call for dialogue and a legislative resolution to the dispute.

Stakeholders agree that aviation safety should remain the priority, with the National Assembly expected to come up with a framework which determines a fair and sustainable revenue-sharing formula for the sector.
