NHRC Calls for Stronger Protection, Remedies for Human Rights Defenders

The National Human Rights Commission (NHRC) has backed the drafting of a legal framework to clearly define government responsibilities, provide channels for reporting threats and ensure effective protection and remedies for human rights defenders in Kaduna State and the North-West.

The Commission stated this at a one-day technical working meeting in Kaduna.

The proposed framework will draw from existing regional and international standards, including the African Charter and the 2018 Marrakech Declaration, which promotes the protection of human rights defenders and an accessible, inclusive environment for their work.

The initiative by the Centre for Community Empowerment in Conflict and Peace-building, with support from Spaces for Change and the Fund for Global Human Rights.

The convener, Dr Salaudeen Hasheem, argues that peaceful dissent and criticism of government are part of democratic practice, stressing that human rights defenders should not be labelled as enemies of the state simply for holding those in authority to account.

He said the framework should cover journalists, lawyers, community leaders, women and youth advocates, researchers and grassroots organisations.

The Kaduna State Coordinator of the National Human Rights Commission, Dr Terngu Gwar, said a meaningful framework must be backed by appropriate legislation, effective coordination among institutions and political will.

The Kaduna State Commissioner of Justice and Attorney-General, Barrister James Kanyip also expressed the ministry’s readiness to support initiatives aimed at strengthening the protection of human rights and vulnerable citizens.

The stakeholders believe stronger protection for human rights defenders will create a safer civic space for advocacy and accountability, while ensuring vulnerable people can access support without fear.
