Tinubu Orders Forensic Audit For Ghost Workers, Fake Agencies

President Bola Tinubu has approved a comprehensive forensic audit of the Integrated Personnel and Payroll Information System, IPPIS, as well as Federal Government agencies, ministries and other public institutions.

The President directed the Minister of Finance and Coordinating Minister of the Economy, Taiwo Oyedele, to oversee and coordinate the exercise.

According to a statement issued by the Special Adviser to the President on Information and Strategy, Bayo Onanuga, on Friday, the directive follows the August 19, 2026 resolution of the Executive Council of the Federation, prompted by findings from the Independent Corrupt Practices and Other Related Offences Commission, ICPC, on fake agencies, ghost workers and other control failures.

The audit will examine payroll, personnel, pension and financial management systems, including reported cases of ghost workers and payroll fraud, while assessing identity, biometric and bank-account controls.

It will also review the links between IPPIS and other government platforms, including GIFMIS, Remita, the Treasury Single Account, TSA, and Sub-TSA, to determine whether fraud resulted from system defects, process failures or deliberate circumvention.

The second phase will cover Federal Government agencies, departments, commissions, councils, parastatals and other government bodies, with a focus on verifying their legal status and access to public resources.

President Tinubu directed that the exercise be conducted with the highest standards of independence, professionalism and forensic integrity, while collaborating with the ICPC to complement ongoing investigations, prosecutions and recoveries.

The President said the exercise must go beyond identifying individual cases of fraud by closing systemic loopholes, improving data verification and strengthening accountability across government.

He said the audit underscores his administration’s commitment to transparency, fiscal governance and institutional integrity.
