The human rights committee of the Nigerian Bar Association, NBA Warri branch has criticized Delta Police command over the pronouncement declaring indecent dressing a punishable offense under the state’s Violence Against Persons Prohibition Law, VAPP, citing section 29, adding that offenders will face a fine of 50,000 naira or community service.
The NBA is worried that this could lead to arbitrary arrests and harassment by over zealous police officers.
A statement issued by the human rights lawyers, also stated that the police do not have the authority to impose fines or community service but only a competent court of law, stressing that the use of “indecent dressing” instead of “indecent exposure ” as provided in section 29 of the VAPP law raises concerns about potential human rights violations.
It urged the police to exercise caution and ensure that their actions aligned with the enabling statutory provisions as well as protect citizens rights while enforcing the law.
