The Lagos state emergency management agency says the video of a snow foam on some streets in Anthony Village in Lagos circulating on the social media is a result of blanketing of an accident scene carried out by the Lagos State Fire service to prevent a secondary incident.
The accident involved a lone articulated truck with registration number AAA 235-XW conveying a loaded double 20ft container which appeared to have lost control while in motion and this resulted in the obstruction of vehicular movement on the main carriage way.
The content (Black oil) had leaked from the container onto the roads. The reaction from the blanketing by the fire service led to the appearance of the “snow/foam.
A full-scale operation comprising the Lagos State Emergency Management Agency, LASEMA, the Lagos State Environmental Protection Agency, LASEPA, the state’s transport management authority, LASTMA, Lagos Fire Service and the Nigeria Police have retrieved the container and cordoned it off the street.
Further investigation by LASEPA is ongoing to determine the nature of the chemical being transported in the container and carry out any additional corrective action required.

The government expressed regret over the inconveniences caused by the operation but says it is working to prevent secondary damage and to mitigate any further environmental challenges caused by the initial spill and the cleanup operation.
